ST COA safety certification

 


Certification Introduction


Malaysia implements a combined mandatory and voluntary product safety certification system. The mandatory certification is ST COA certification, not in the mandatory certification of products, you can apply for voluntary confirmation letter. Malaysia temporarily only safety requirements, not the implementation of the control of electromagnetic compatibility.


Malaysia ST COA (Certification of Approvals) is a mandatory safety certification controlled by the Malaysian Ministry of Energy (ST, Suruhanjaya Tenaga) ST in accordance with the "Electrical Equipment Supply Act (1990)" and "Electrical Equipment Code Management Regulations (1994)" to implement compliance certification of electrical and electronic products Control products must obtain the Certificate of Conformity (COA) before they can enter the Malaysian market.


SIRIM Berhad is the only standard-setting body and is a government-owned, non-profit corporation, formerly known as the Standards and Industrial Research Institute of Malaysia (SIRIM), a government agency. SIRIM QAS International Sdn Bhd, a wholly-owned subsidiary of SIRIM Berhad, is the main certification, inspection and testing body in Malaysia.


Malaysia's national standard is the MS (Malaysia Standard) standard, and the MS standard for product safety certification basically adopts the same national IEC standard.


COA is the clearance certificate, and the importer can apply to SIRIM batch to buy MS labels with COA after the products enter customs. Special, if you want to add the logo directly in the factory, you need to apply for SIRIM factory inspection, because the cost is higher, this way is generally for the high frequency of shipments of manufacturers.


Product range


ST COA certification covers a total of 34 kinds of products, mainly in the following categories.


1. small and large home appliances, such as rice cookers, microwave ovens, toasters, refrigerators, washing machines, air conditioners, electric water heaters, electric fans, electric blowers, irons, etc.

2. AV products, including hi-fi devices, audio and video players, radios, etc.

3. Adapter products.

4. Lighting products, including LED lamps, table lamps, Christmas lights, fluorescent lamps, ballasts, etc.

5. Parts products, including plugs, switches, sockets, wires and cables, ceiling light boxes and other products.

6. Household power tools.


Application process


1. If the customer does not have a test report, a test is required

2. Customer prepares the information and submits the application to Waltek

3. Waltek submits the information to the agent, who submits it to the official agency ST

4. ST review the documents and issue the certificate

5. Importers purchase labels from SIRIM and affix them


Certification mark


There are two main types of labels corresponding to ST COA certification, one is the SIRIM label and the other is the SIRIM certification mark. Note that all labels must be affixed to the product itself, not on the packaging. The following is the introduction to these two types of labels.

1) Certification label PCS (Product Certification Scheme ): As shown in the picture on the left, it can be affixed directly in the factory, but need to apply for factory inspection.

2) Batch label BTS (Batch testing scheme): As shown on the right, the goods arrive at the port for random inspection, the ST COA certificate can be issued to SIRIM QAS to purchase the label, without factory inspection.


2. SIRIM certification mark: the following chart, two cases can be affixed to the mark.

1) The product size is insufficient or other special circumstances can not be affixed to the above label; 2) It belongs to the PCS authentication method.

Energy Label

 


Certification Introduction


Like the safety certification ST COA, the Malaysian energy efficiency certification is also implemented by the Malaysian Energy Agency (ST, Suruhanjaya Tenage). On May 3, 2013, ST announced the new Electricity (Amendment) Regulation 2013, which mandates energy efficiency labels and minimum energy performance requirements (MEPS) for five categories of home appliances, including TVs, refrigerators, lamps, fans, and air conditioners. Products that do not meet the MEPS requirements will not be allowed to be sold in the market. The official implementation of the regulation has a one-year transition period, that is, from May 3, 2014, all control products must pass the product energy efficiency test to obtain the ST COA certificate containing energy efficiency standards and affix the energy efficiency label.


Energy efficiency is not a separate certificate, but is incorporated into the safety ST COA certificate, and the safety report and energy efficiency report must be submitted at the same time when applying.

4. Air conditioners (split wall-mounted type, cooling capacity greater than 25,000 Btu/h)

5. Electric lights


Application process


1. The customer prepares samples and documents and submits the application to Waltek.

2. If the customer does not have an energy efficiency report, send the sample to Waltek for testing and a test report will be issued after the test is completed

3、Waltek submits energy efficiency report and IEC report to ST

4. ST will review the safety and energy efficiency report and issue ST COA certificate (including safety+EE standard)


Marking requirements


As shown below, the energy efficiency level is from 1 to 5. 9cm wide and 13.5cm high.

SIRIM Certification

 


Certification Introduction


In 1998, Malaysia enacted the new Communications and Multimedia Act 1998 (CMA), which regulates in detail the conditions of access to the Malaysian telecommunications services and communications market. At the same time, a new telecommunications regulatory body, the Malaysian Communications and Multimedia Commission (SKMM), was also created. In addition to the Communications and Multimedia Act, related regulations include the Communications and Multimedia (Technical Standards) Regulations 2000.


According to the "Communications and Multimedia Law", communication equipment on the market needs to apply to SKMM or its designated certification body for type approval, obtain a certificate of equipment certification (COC), and apply for the affixing of the certification mark (SIRIM CM mark). SKMM authorized SIRIM QAS as the Certification Agency (CA), and currently the Communication and Multimedia Certification Section (CMCS) of SIRIM QAS issues SIRIM certificates.


In addition to type approval (Type approval), for specific purposes, such as exhibitions, training, engineering prototypes, R&D and other uses of wireless communication products exported to Malaysia, you need to apply for special approval (Special approval).


Product Scope


SIRIM certification involves the certification of all frequency bands below 3000 GHz, or its motherboard, equipment is used to connect the public network and system of wireless communication equipment, are in the scope of SIRIM mandatory certification.


Application process


1. Customer prepares samples and information and submits the application to Waltek

2. If the customer does not have CE R&TTE, Waltek will conduct the test and issue a test report after the test is completed

3. Waltek submits the CE R&TTE report and related documents to the online registration system for application

4.SIRIM through the system audit documents, no problem after the issuance of SIRIM certificate
