POPs


POPs is the abbreviation of Persistant Organic Pollutants, the Chinese name is "persistent organic pollutants", it is a class of long-term residual, bioaccumulative, semi-volatile and highly toxic, and through a variety of environmental media (atmosphere, water, biology, etc.) can be long-distance It is a class of natural or synthetic organic pollutants with long-term residual, bioaccumulative, semi-volatile and highly toxic, and through various environmental media (atmosphere, water, biology, etc.) can cause serious harm to human health and the environment.


In November 2004, the EU ratified the Stockholm Convention on Persistent Organic Pollutants (POPs). As of May 20, 2004, EU Regulation (EC) No 850/2004 entered into force, which prohibits the intentional production, sale and use of substances listed in the convention.


On June 25, 2019, the European Commission issued a new regulation (EU) 2019/1021 on persistent organic pollutants (POPs), replacing the previous (EC) No 850/2004, and the new POPs regulation entered into force on July 15, 2019, while the old regulation was repealed.

(a) In aircraft manufacturing, for which type approval has been requested by March 2, 2019, and for which approval has been received by December 2022 through December 18, 2023, or, if there is a continuing need, by March 2, 2027. (b) The manufacture of spare parts for products that are any of the following: (i) produced by December 18, 2023, for which type approval has been applied for and received by March 2, 2019, or, where there is a continuing need, by March 2, 2027, until the end of life. (ii)Motor vehicles within the scope of 2007/46/EC produced before July 15, 2019, used until 2036 or until the end of life, whichever is earlier. (c) Electrical and electronic products within the scope of control 2011/65/EU 4. 1. for the purposes of this Article, Article 4(1)(b) applies to substances or mixtures with a PFOS concentration equal to or less than 10 mg/kg (0.001% by weight). 2. for the purposes of this Article, Article 4(1)(b) applies to semi-finished products, articles or parts of articles with a PFOS content of less than 0.1% (the sum of the PFOS contents of the different parts) or textiles and other coating materials containing less than 1 μg/m2 of PFOS in the coating material. 3. If a Member State using PFOS reports to the European Commission by September 7, 2024 on progress in eliminating PFOS and justifying the continued use of the use, a decision on whether to further extend the exemption (up to 5 years) will be made by September 7, 2025, after review and evaluation by the Commission. If such an exemption relates to the production or use of equipment within the scope of Directive 2008/1/EC of the EU Parliament and of the Council, the amount of PFOS emissions to the environment is minimized using the relevant best techniques developed in Section 17(2), paragraph 2 of Council Directive 2008/1/EC on integrated pollution prevention and control.5. Once these standards have been adopted by the European Committee for Standardization ( CEN), then they will be used as analytical test methods to demonstrate that substances, mixtures and articles meet the requirements of points 1 and 2. Any other analytical test method that can be demonstrated to be equivalent may be used as an alternative to the CEN standard.

1. for the purposes of this Article, the exemption in Article 4(1)(b) applies to substances, mixtures or articles containing PFOA and its salts at a concentration of less than or equal to 0.025 mg/kg (0.0000025 % by weight); 2. for the purposes of this Article, the exemption in Article 4(1)(b) applies to any substance, mixture or article in which the concentration of PFOA-related substances, individually or in the aggregate, is equal to or less than 1 mg/kg (0.0001 % by weight); 3. for the purposes of this Article, the exemption in Article 4(1)(b) applies to substances, mixtures or articles in which the concentration of PFOA-related substances is equal to or less than 1 mg/kg (0.0001 % by weight) 3. for the purposes of this Article, the exemption in Article 4(1)(b) applies to substances, mixtures or articles in which the concentration of PFOA-related substances is equal to or less than 20 mg/kg (0.002%) for use as a metastable isolated intermediate within the meaning of point 15(c) of Article 3 of Regulation 1907/2006 (EC) and which meet the requirements of Article 18(4) of that Regulation (a) to (f) of that Regulation for the production of substances containing fluorinated compounds with a carbon chain of less than or equal to 6 atoms under the strict control conditions laid down in Article 18(4). The exemption shall be reviewed and evaluated by the Commission no later than July 5, 2022.4. For the purposes of this Article, the exemption in Article 4(1)(b) applies to polytetrafluoroethylene (PTFE) micronized powders produced by ionizing radiation or thermal degradation of up to 400 kilograys of PFOA and its salts in concentrations not exceeding 1 mg/kg (0.0001% by weight) and mixtures and articles containing PTFE micronized powder for industrial and professional use. All emissions of PFOA during the manufacture and use of PTFE micronized powders shall be avoided or, if not possible, minimized. The exemption shall be reviewed and evaluated by the Commission no later than July 5, 2022.5. As an exemption, the manufacture, placing on the market, and use of PFOA, its salts, and PFOA-associated compounds for (a) photolithography or etching processes in the semiconductor manufacturing industry until July 4, 2025; (b) the use of photographic coatings on film until July 4, 2025; (c ) oil and water resistant textiles used to protect workers from hazardous liquids that endanger their health and safety, through July 4, 2023; (d) cut-in and implantable medical devices, through July 4, 2025; (e) polytetrafluoroethylene (PTFE) and polyvinylidene fluoride (PVDF) manufacturing for the production of: (i) high-performance corrosion-resistant gas filter membranes, water filter membranes, and medical textiles with filter membranes; (ii) industrial waste heat exchanger equipment: (iii) industrial sealants capable of preventing the leakage of volatile organic compounds and PM2.5 particles; until July 4, 2023. 6. As an exemption, the use of PFOA and its salts and PFOA-associated compounds in fire suppression foams to suppress liquid fuel vapors and liquid fuel fires is permitted until July 4, 2025 (Class B fires) that have been installed in systems, including mobile and stationary systems, provided the following conditions are met: (a) firefighting foams that contain or may contain PFOA and its salts and/or PFOA-associated compounds shall not be used for training; (b) firefighting foams that contain or may contain PFOA and its salts and/or PFOA-associated compounds shall not be used for trials or testing unless all releases are effectively controlled; (c) as of January 1, 2023, firefighting foams that contain or may contain PFOA, its salts and/or PFOA-associated compounds shall be permitted only in locations where all releases can be effectively handled; (d) storage of firefighting foams that contain or may contain PFOA, its salts and/or PFOA-associated compounds shall be managed in accordance with Article 5 7. the use of PFOA containing PFOA is permitted for the production of pharmaceutical products, to be reviewed and assessed by the Commission until December 31, 2026, and every four years thereafter, and until December 31, 2036. 8. articles containing PFOA, its salts and/or PFOA-related compounds that are already in use in the EU before July 4, 2020, are permitted. Subparagraphs 3,4 of Article 4(2) apply to such articles.9. The use of PFOA, its salts and related substances is permitted until December 3, 2020 in the following articles: (a) non-implantable medical devices within the scope of Regulation (EU) 2017/745; (b) latex inks; (c) plasma nano-coatings.

Note: The manufacture, placing on the market and use of substances listed in Appendix I, whether by themselves, mixtures or articles, shall be prohibited unless an exemption is available.
